Is there a legal framework that governs this will?
Yes. The Revised Uniform Fiduciary Access to Digital Assets Act (RUFADAA), was created in 2015 by the Uniform Law Commission and it has been enacted by 47 states in the USA.
RUFADAA provides a clear set of instructions about how a person’s digital assets are to be treated if a nominee seeks access. It also clarifies a person’s right to designate nominees for their online accounts.
